yes, pre-rolled. there was even a time when the price of rolling paper went high because of the increased demand and parlors had a shortage of rolling paper for hair treatment. this was in the early 80's though when mj was the main choice instead of cough syrups hahaha.

$250, $150....? those are really expensive weed. here we get it for only $1 to $3 per roll. some even have a bargain offer, you buy three and you get one stick for free. that's when you're normally just starting.

but i have never encountered a 3 plus 1 offer hahaha. yes, its cheaper and even some elementary students can buy it. It's prohibited though but the pushers normally target kids in both elementary and high school.

price in my region varies from time to time. if there was a big haul by the government agents, it goes high because it becomes scarce but after about one month, prices go down because those hauled by the government will enter the sell market together with the newly produced weed so there happens an oversupply. haha
